Translations with English content policy

What's the policy about translations that just have the English content and in some cases old English content?

Shouldn't those files be removed from the translations until they are translated?

I feel it's bad practice to keep the English files in translations out of sync. It also slows down development.

PS. I just happened to notice this while fixing the IDs to be unique (af482f4)

I think this can be closed. I removed most of the English files from translations.
