Enable AVX512 for Base64 encoding

What is the feature you are proposing to solve the problem?

I have submitted the patch of enabling AVX512 for Base64 encoding to the klomp project which is the node.js dependent project.
Meanwhile there is some bug fixes for AVX2 and others. I plan to update the node.js/deps/base64 folder.
