Expose `sqlalchemy_bigquery.__version__` property

I notice __version__ is missing from __all__ here: https://github.com/googleapis/python-bigquery-sqlalchemy/blob/main/sqlalchemy_bigquery/__init__.py

We should also add a unit test to verify that we can access the __version__ property.
